Thread.

Some might say yes because it has a duration but some argue that the duration refers to the duration of the Shivering Touch "buff" on your touch attacks. Also if someone is paralyzed due to 0 Dex can they use dispel magic SLA ?

For the last, yes (http://www.d20srd.org/srd/specialAbilities.htm#spellLikeAbilities).
A spell-like ability has no verbal, somatic, or material component, nor does it require a focus or have an XP cost.
As for being dispelled, I don't see why it couldn't.

Pretty much this, SLAs can be used as long as you're conscious, and if it has a duration, it can be dispelled, unless specifically stated that it cannot be.

Shivering Touch gives you a touch attack that deals Dex damage for the spell's duration. Someone can dispel the spell that grants you the touch attacks, but ability damage can't be dispelled.

That's pretty much the only thing that makes sense at all, with the way the spell is worded.

Damage is not an ongoing effect, and cannot be dispelled, regardless of what type of damage it is. Even if the source of the damage is dispelled, any damage it caused will remain until healed. If you walk through a Wall of Fire and take fire damage, then dispel the wall, you're still hurt. If someone takes Dex damage from Shivering Touch, then dispels the spell, their Dex score is still damaged until it gets healed.
