How would you determine the DC of an epic spell for only a partial transformation? For example, permanently giving the target the wings of a solar so that they gain fly 150 (good) but nothing else seems like the DC would be much lower than attempting to transform into a solar entirely.

Any insights?

Pull out a copy of the Epic Level Handbook. There's a "Behind the Curtain" sidebar on page 91 you'll be interested in reading.

By that sidebar:
Fly is a 3rd level spell, castable by a Sor-6, who caps off at 9 ranks in Spellcraft - so you start with a base seed that gives you Fly for 1 minute/level, casting time 1 minute, at DC 19 (base Epic seed). That's the right manueverability (Good), but you want it faster... OK. Most things on the Epic spell chart scale in increments of +2 DC, so, say, an extra 10 feet of movement per +2 (as most creatures' speeds are measured in increments of 10 feet). So that's +18 for a 90 foot increase (we're up to 37). You want it Permanent, which is *5, so that becomes DC 185 (before mitigation). After all, you're not getting the disadvantages that come with Transform.

Alternately, just ad-hock it to whatever seems reasonable. None of the example Epic spells in the ELH follow the epic spell rules exactly.
