Are there playable devil races, if so where? Or if not, how do PCs get these brands?

You'd have to ask your DM what counts, as it could either be anything with the Baatezu type (and only those creatures), or it could be applied to any Outsider with a LE alignment (possibly even the Lawful and Evil subtypes).

However, it is possible to qualify for it without being a devil (your DM would have to let you roleplay it).

It doesn't outright say it, but I've always assumed that the Brand feat (and the subsidiary "Mark of..." feats) are mainly DM tools used to tweak specific bad guys.

Imp is a semi-playable race (as an Improved Familiar), and they'd qualify under just about any definition.

Most least and lesser devils have listed LA. They're technically playable, if a bit tough to RP both believably and in a manner that doesn't create player conflict.

As for what counts as a devil, there's a list in the back of FC2. There're a few missing from it but not many. If it's not on the list, lacks the baatezu subtype, lacks the evil or lawful subtypes, or doesn't have 'devil' in its name, it's not a devil.
