I see it mentioned all over the place, but the thread that defines common sayings doesn't have an entry for it. I've never seen it anywhere else and decided to ask here as it seems to be 'site specific' in a general sense.

This is not the right place to ask that (roleplaying would have been better, though that might not have been obvious considering you didn't know what the tippyverse was) but to answer it is a world ruled by casters that Emperor Tippy created. It is based around spell casters actually acting intelligent and being well optimized

http://www.giantitp.com/forums/showthread.php?t=222007Well, really, a Tippyverse is just a setting that results from large scale permanent teleportation (generally through Teleportation Circles). The Teleport Circle network and the concentration of populations into cities as a result are enough to make a Tippyverse.

All the other stuff, the high op caster shenanigans, magic traps, and such are Things That Happen In Emperor Tippy's Campaign Setting, but not necessary for a Tippyverse. A basic Tippyverse could arise with much more modest optimization.
