Can a character make a spellcraft check to identify a spell cast off a scroll or wand?

In order to use spellcraft (http://www.d20srd.org/srd/skills/spellcraft.htm) to identify a spell being cast, you must see or hear the spell’s verbal or somatic components. A spell completion (http://www.d20srd.org/srd/magicItems/magicItemBasics.htm#spellCompletion) item such as a scroll requires the caster to "perform the finishing parts of the spellcasting (the final gestures, words, and so on)." So the verbal and somatic components could be observed. On the other hand, for a spell trigger (http://www.d20srd.org/srd/magicItems/magicItemBasics.htm#spellTrigger) device, "No gestures or spell finishing is needed", so the verbal and somatic components could not be observed.
