Would this build be a viable build for low to mid op game? Would you allow a player to gain entry to master specialist using the skill points and arcane casting from duskblade?

Why wouldn't you?

It wouldn't accomplish much since master specialist specifically advances wizard, IIRC.

its just to add more spells for the duskblade to use.

4 levels of Mage of the Arcane Order might be an alternative if you can swing the prereqs (Arcane Preparation, Co-operative spell, 1 other metamagic). A level of Sand Shaper is a decent option as well. Otherwise Bard 1 (with Able Learner Feat)/ Duskblade 13/ Sublime Chord 2 (or 1)/ Abjurant Champion 4 (or 5) is fairly amusing.

Chameleon 2 (+5 advancement) gets you increased spell access. You get 5th level spells (Master Specialist gets you to 4th level), which can be from any Divine or Arcane Spellcasting class in the game, with a Caster Level = 2x Chameleon Level.

Combined with Floating Crafting Feat, you can Craft Runestaves (with which you can increase your Spells Known); you just need to increase your UMD to use them when you change your focus. It does help that Chameleon is 4+Int Skills and that UMD is a Class Skill which helps immensely. Combined with Double Aptitude, this gives immense flexibility for spellcasting.

With Shenanigans available for Heighten Spell/Extra Slot tricks to get Chameleon 9th's, you can even get stuff like the Wu Jen specials.
