Is there, like, a standard PVP rules set?

To even things out, we put homebrewed infinite damage forcefields, swarms of meatbags, and anit-magic fields to beat down spell casters, and constantly just take things away and never really give time to craft your own things.

We do this, because the joy of the game is competitively making a build that is always ready (baked in at will inexhaustible abilities galore).

Is there any kind of a standard PVP form already like this?

Your rules sound extremely non-standard.

To the best of my knowledge, nobody's ever put together any kind of widely accepted "default" PvP ruleset for 3.5. On these boards, most PvP games tend to be run similarly to how OMG PONIES is currently running his The Crowd Calls for Blood (http://www.giantitp.com/forums/showthread.php?t=322536) arena game. Common features are: Blank arena, and disqualification rules for leaving it during the fight.
Some kind of clear rules about pre-fight buffing (often but not always a set number of buff rounds).
Pre-set conditions under which you are considered to have lost/won.
Specific rules about allowed/disallowed sources.
An "impartial observer" DM to take care of cases where the contestants have imperfect information about each other.
Is this the kind of thing you're asking about?

Test of Spite came pretty close, though.

Yeah, I was going to mention ToS as almost the gold standard for higher level, anything goes style arena combat. Of course, Ponies' arena is a different sort of challenge altogether, since you have to win victories consecutively with no buff rounds or healing time or anything in between, so longevity is more of a concern.

I also support test of spite rule set. They did an amazing job.

The Core Coliseum is/was about as fantastic as you could get, but I haven't been able to find the old rule sets from before the wizard boards got chopped. It included not only the rules for the arena (and different maps, covered buff-rounds and preperation, etc), but also experience, treasure rewards, rules for crafting and skill use outside the arena, etc.

Actually, the rules appear to still be there:

I did manage to find my one character, from 8 years ago, that won his only fight ever by gallantly being knocked unconscious and then having his warhorse stomp the opponent to death: http://community.wizards.com/comment/24859866#comment-24859866
