Is there a feat or some other means without an Item I can gain the ability to Turn/Rebuke undead without taking a level in a class that has it?

Not to my knowledge. I believe that you can get some kind of rebuke plants/animals effect for druids but no rebuke/command undead

It's a difficult question, but I still attempt to answer. Sorry, if nothing of this will help you.

1. UA Generic Classes: Turn Undead as bonus feat (http://www.d20srd.org/srd/variant/classes/genericClasses.htm#bonusFeats)

2. Racial abilities.
Kuo-Toa Exalted Whip 10 HD, LA +4
Rakshasa, Ak’chazar 17 HD, LA +5
Rot Reaver 10 HD, LA -
If you unable to take them "as is", maybe feat Assume Supernatural Ability (http://dndtools.eu/feats/savage-species--47/assume-supernatural-ability--133/) (rebuke undead) will help?

3. Spells.

4. Feats from Dragon Magazine
Dr#305, pg. 42: Divine Channeler - once per day you can turn or rebuke undead as a cleric of one-half of your character level. Prerequisite: God Touched, patron deity. (God Touched is a feat from the same article)

Dragon Compendium, pg. 101: Kin Mastery - once per day you can turn or rebuke creatures of the same kind as your bloodline ancestor as a cleric of 1/2 your level in the arcane spellcasting class that granted you access to your base bloodline feat. Prerequisites: Any bloodline feat, ability to cast 3rdlevel arcane spells. Take as prerequisite Necromantic Bloodline from pg. 102 of the same book an you will be able to Turn/Rebuke undead, even if only 1/day.
