UMD/UPD to emulate having a higher Caster Level

Say you have an item (in this instance of theorycraft, a Psicrown of Shatter Mind Blank), which has an effect based on your Manifester Level.

Can you use UMD or UPD to emulate having a higher Manifester Level; i.e a Manifester Level of 20 to maximise it.

Note that this is not to craft the item, merely to use the item.

I don't have the RC to hand atm, but I seem to remember something about UMD check-20 = emulated caster level, so if I could pump it to 40, I could emulate CL20 (and presumably, ML20 for UPD).

The "UMD-20 = CL" is to make a caster level check with the item. I'm not certain if that only refers specifically to CL checks (e.g. trying to overcome SR with a spell cast from a wand/dorje), or if you can do it that way just to set your general CL for using the item.

This used to be rather popular for theorycrafters using staves, but it doesn't work. UMD to emulate a caster level just determines whether you can use the item; it does not determine how effective it is.
