Targeteer Fighter ACF (Dragon 310) [Vital Aim] + Dead Eye (Dragon Compendium) + Crossbow Sniper?

does the Dex to ranged damage bonus from all these sources stack?

Unnamed bonuses always stack, unless they come from the exact same source (ie, if someone cast Enlarge Person on you twice, only the most recent casting effect you). So yes, unless the Feats provide named bonuses (Insight, Competence, Enhancement, etc) of the same type, it stacks.

Though from an optimization perspective, it's not a particularly efficient way to add damage.
