If you were making or using a scroll of permanency, since the XP cost depends on what effect was being made permanent would the XP cost of the spell not be applied until the scroll was actually used? Or would the scroll have to be made before hand with one specific spell to be permanency'd designated with the creation of the scroll?

I'd figure out the extra xp from the cost of the scroll.

You would have to craft the scroll with a certain amount of XP already within the scroll.

To elaborate, when you craft a scroll of permanency you determine how much xp you want to invest in the permanency spell. The scroll can then render any spell permanent up to the most powerful spell the xp invested can handle. Because of this it's possible to waste any xp the scroll has beyond what's necessary to render the target spell permanent and any gold that xp represents if you bought the scroll rather than scribing it.
