Languages for races that don't specify?

I'm planning on building a Whisper Gnome, and the description says they speak Gnomish, but doesn't list any bonus languages to choose from. The normal Gnome entry says Gnomes get Gnomish and Common, and has a list of bonus languages. How do I go about determining what languages a Whisper Gnome knows, or can know?

Characters know all their races' automatic languages (Common and Gnome) and bonus languages equal to their Int modifier. The Bonus Languages listed in the PHB races are mere thematic suggestions. The only languages that cannot be selected as bonus languages are secret languages (like Druidic).
