I already tryed to search this, but couldn't find a proper answer.

Supose a shaken creature (-2 penalty) that is made shaken again.
It becomes frightened (-2 penalty).

My question is: Does the penalty numbers stacks too, thus becoming -4?

Fear effects are cumulative. A shaken character who is made shaken again becomes frightened, and a shaken character who is made frightened becomes panicked instead. A frightened character who is made shaken or frightened becomes panicked instead.

So the various conditions replace each other, rather than stacking.
