Need Help finding special ability

I am requesting assistance in locating the name and source of a special ability that I stumbled across while creating a build this week.

The special ability allowed the character to fly 30ft (with perfect maneuverability I believe) as a move action.

I cannot remember if this is a class special, a race special, a feat, you name it. I'm fairly certain it was not a class special, which would leave me with feat, class special, or acf. If you can think of anything that matches this or is similar, as I may not remember the functions correctly, then please let me know!

The ACF Immediate Magic: Sudden Shift, for Transmuter Wizards in the PHB II allows you to gain a fly speed equal to your land speed for one round. Usable Int mod times per day.
