Rules basic book, complete series. Stats random roll 8th level so gold and such for equipment form there. At least 1 level fighter, who can make the most creative fighter, not necessarily do the most damage but one who can do something beyond Hugo swing sword.

Sorry 3.5 rules

Books
PHB 1 and 2
DMG

SRD

Complete series

Can you be a bit more specific on what books you're able to use, please? Is it just Core (PHB, DMG, MM) plus the Complete series? Can you use anything from the SRD (http://www.d20srd.org/) or Wizards website? What about PHB2?

If it's just Core and Completes, no SRD/online/PH2, the Horizon Tripper (http://www.giantitp.com/forums/showthread.php?t=80415) is probably what you want.

Your best options are
1) Hugo swing sword after charging
2) Hugo's horse charge, Hugo stab with pointy stick
3) Hugo swing polearm or chain and knock you down
or
4) Hugo shoot bow and fire many arrows

With just core and completes you get the core of a charger build really easily if you are willing to dip barbarian for pounce. Barbarian2/fighter4/??? Go with spirit lion totem (complete champion), whirling frenzy (srd), and wolf totem (srd) for barbarian acfs.
Feats
Human: power attack
Flaw: combat reflexes
1st: improved bullrush
3rd: Knockdown
Fighter1: ewp(spiked chain)
Fighter2: cometary collision
6th: leap attack
Fighter4: shocktrooper

There, we have a weird hybrid charger tripper. I'll let some one else do the rest of the fleshing out. The highest required stat is 15 strength so you can even do this on elite array, and improved trip is from barbarian levels so you can be as dumb as you want.

"Hugo shove you into a wall" is an option if you can use Dungeonscape.

How about, "Hugo cut you up, right after he buffs himself!"

Fighter 2/ Wizard 4/ Spellsword 1/ Abjurant Champion 1 starting out, finish Abjurant Champion then take Eldritch Knight. Get Practiced Spellcaster: Wizard, Power Attack, Combat Reflexes, Extend Spell, Combat Casting, Arcane Strike, Minor Shapeshift, Improved Toughness, etc. You've got Wraithstrike in Complete Adventurer, you can use Lesser Rods of Extend with it to cast it less often. (Focused) Specialize in Transmutation with Evocation and Enchantment (and Necromancy) prohibited.

If you can use the SRD, switch the first six levels to Human Paragon (http://www.d20srd.org/srd/variant/races/racialParagonClasses.htm#humanParagon) 1/ Fighter 1/ Wizard 2/ Human Paragon 2, and use this Wizard variant (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#wizard) along with Enhanced Attributes (http://www.d20srd.org/srd/variant/classes/specialistWizardVariants.htm#transmuterVariants). Also consider picking up Combat Expertise and Improved Trip to get Knock-Down (http://www.d20srd.org/srd/divine/divineAbilitiesFeats.htm#knockDown).

Enhanced Attributes (http://www.d20srd.org/srd/variant/classes/specialistWizardVariants.htm#transmuterVariants)
...why? You're most likely going to have a +2 item to an important ability score anyway.

Elven Fighter 8
elite array: 12 15 14 13 10 8
racials plus level ups: 13 19 12 13 10 8

feats:
1st) weapon finesse, combat expertise
2nd) dodge
3rd) mobility
4th) deadly defense
6th) elusive target, einhander
8th) improved trip

Weapon: something finessable, probably a rapier.

Basic idea: one your turn, make an attack so you can gain the benefit of combat expertise (min. -2 penalty to attack rolls, +5 dodge bonus, +1d6 damage. I'd recommend taking it to -4 though, for an additional +2 dodge bonus). Hit or not, doesn't matter.

Then use your move action to move past and draw attacks of opportunity from as many people as possible. Just from your dodge bonus, mobility, and dex your armor is 25. A regular ol' chain shirt brings it up to 29.

Each time someone swings and misses, you get a free trip attempt, with no possibility of being tripped in return. Your trip is modifier is low, but o well. Lastly, try to end your move in between 2 enemies - designate one of them as the target of your dodge feat, and his first strike automatically hits his buddy.

Good items: Anything that boosts armor is good - a mithril chainshirt +1 of blurring is what I'd get. Boost dex for extra AC and attack bonus, and str for a better trip modifier. I'd also enchant the weapon with elemental damage, since you don't usually hit more than once per enemy and it offers the most bang per hit.

Against bigger heavy hitters, remember that elusive target negates power attack. This will save you, big time. Also, they harder they hit the more payoff you get when you make them attack their ally.

Probably not very good, but I think it'd be fun

What else would he do, get a familiar? A Gish does not buy enhancement bonus items to anything but his casting stat, the rest he can buff himself.

Isn't one of the Pre-reqs for Knockdown Improved Trip?

He did say, "At least 1 level fighter, who can make the most creative fighter," and I was mostly going for the second criteria. There are creative builds, and there are creative characters, this one has the resources to be a creative character, which is often far more enjoyable to play than a creative build that only does one thing.

Only 1 level needs to be fighter?

Fighter 1/Cleric 7 you're better at fighting than any fighter and you still have 4th level spells so you can do plenty more than swinging a sword.

Isn't one of the Pre-reqs for Knockdown Improved Trip?
Wolf Totem Barbarian 2 gets you Improved Trip without needing to meet the pre-reqs; assuming that the character follows the Barbarian 2/Fighter X progression, he'll qualify for Knock-Down at level 3.
