It's in an Eberron Novel a friend of mine is reading and I for he life of me can not figure out what Monster it is.

It's probably a Daelkyr-warped gnoll, for which there are presumably stats in some Eberron rulebook. Similarly, there are so affected goblins (dolgrim) and I think several other types.
