Can you somehow combine these two things, in order to make a 180 turn in a charge?

I believe so, however it would be performed as a U turn [2 up to 90* turns instead of 1 up to 180*], however anyone can do a 180* charge.
Turn on the spot and charge.

Not sure about Fleet of Foot (can't find the sourcebook with that feat/ability), but Twisted Charge explicitly states that you can only make 1 turn. If you've already made that turn, even from another ability, you've exceeded the number of turns you're allowed to make while charging.

Fleet of Foot is a feat in Complete Warrior, requiring the Run feat and 15 dex as a prerequisite, and requires light armor.

I say anyone who wants to waste two feats, deal with all those restrictions, plus a bunch of skill points for the skill trick, let them have their two-turn-charge. How often is that going to be useful anyway?

Other than doing a Z-shaped charge around some difficult terrain that doesn't block LoS, very little. It can't be used at all if you don't have LoS to the charge target.
