ok what happens if a creature cast dimensional anchor on himself, and someone cast dismissal/banishment on him?

If he is a summoned creature, he is dismissed and returned. If he is called, nothing happens.

It's because the summoned creature doesn't need a spell to return, only for the duration of the summon to expire--which has already been cast before the dimensional anchor.

oh i was thinking a boss like creature that came from another plane through a planar gate, the players facing him cast banishment, but if he has casted dimensional anchor on himself before, what happens?

Nothing, because Gate is a calling effect, not a summoning effect. Dimensional anchor would protect him.

However, it would also hinder his mobility. Why not just create a McGuffin item--the Amulet of Eternal Darkness, or something--which makes the wearer treated like a native of the Material Plane when worn by a fiend?

Well, if he casts Dimensional Anchor on himself before stepping through the gate... he doesn't cross planes when he steps through the gate.

A Summoned Creature has multiple ways to vanish that might be termed 'dismissed' - there's the Dismissal Spell, which Dimensional Anchor would block; then there is removing the spell which brought them (via Dispel Magic et all) which Dimensional Anchor does not stop. Then there's dismissing a spell effect, which Dimensional Anchor likewise does not stop. The Dismissal spell or the Banishment spell, however, are stopped cold by Dimensional Anchor.
