According to the srd, all true dragons can speak draconic. Does that include wyrmlings, or are they exempted?

The dumbest of the true dragons is the White, and their Wyrmlings have an Int of 6. Considering all things with an Int of 3 or greater speak common unless otherwise indicated, yes, wyrmlings can speak.

Newly hatched wyrmlings often have the same intelligence as a fully matured human (varies depending on the breed) so it's not much of a stretch to imagine they hatch knowing how to speak draconic.
