Locations of power?

I remember reading about special locations that granted powers, or feats. Someone told me there was one for Necromancy. However I can't recall the name or the source.

Where can I find those? Specifically the necromancy one, if it exists.

I remember a section about locations where you get powers, depending on how long you stay there. If I recall correctly, it was in Complete Champion, but I'm afb right now.

Complete Mage has a section of magical locations instead of treasure.

There is one for all the schools of magic, necromancy included. This may be the one you were thinking of.

There are Planar Touchstone feats in the Planar Handbook that might be relevant, but I don't recall a Necromancy one. There are also locations in Complete Scoundrel that give feats, but again I don't think there is one for Necromancy.
