Girallon Arms, when bound to the arms gives a bonus to claw attacks, and specifically calls out claws granted by Girallon Arms, but you can only get claws from Girallon Arms if you bind it to your Totem Chakra. Can you mind a single soulmeld to multiple Chakras? Or at least to the one it's shaped on and the Totem Chakra?

Yes, there is a Totemist class feature that lets you do this - that's what it's for.
