Does making guns commonplace bring down the cost of alchemical cartridges at all? The rules ssy that Early Ammunition and Early Firearms cost 25% with commonplace guns, but I'm not sure if Alchemical Cartridges are included with the "early ammunition" part.

Except for the paper cartridges I would say no.

I would say that alchemical ammunition qualifies for the cost reduction. It is ammunition for early firearms, after all.
