PrC Smite question

Are there any PrC that grant smite with or with out casting levels. I am not looking for something that increases an already existing smite, and it can be smite anything.

Chameleon grants Smite at level 3 (minimum ecl 8) that works on anything, but has very limited uses.

ok so would smite humanoid (non human) be an over powered ability? I am thinking of using one of these to be tweaked into an NPC only PrC for a organization of NPCs in my campaign that are human power extremists.

Given that smite with no restrictions at all shows up from several sources, a version with any restriction, like "smite humanoid", can't be overpowered.
