I usually start my computer D&D games with every stat at natural maximum (18 + race modifier).
If you can ignore Multiple Attribute Dependency by having a natural maximum in every attribute (18 + race modifier + level up bonuses), what classes become better than tier 4?

I don't think increasing ability scores will significantly adjust tier positions of any classes. It's class abilities that really determine the tiers more than anything, and I can't think of any class that is so MAD that it holds them back from benefiting from all their class features.
