can a synthesist summoner take power attack if the summoner's str is 7, but the eidolon has 16?

Technically, probably not. You could argue that if you maintain the shifted form for 24 hours you would qualify for Power Attack, but under this ruling you should lose the benefits feat if you drop the form (until you maintain the buffed Str for another 24 hours).

Many GMs are pretty lenient and will allow you to use the Eidelon's physical attribute scores to qualify for feats. Talk to your GM about how he wants to rule this.

You could argue that the feat doesn't work in "Summoner Form" but is takeable

By the rules you need permanent bonuses/attributes/stuff to qualify for feats.
Temporary ability score modifiers are considered 'permanent' if the item is worn for 24+ hours (it doesn't have to be an item, but getting a non-item bonus to last that long is quite difficult/rare).

I would probably allow it, with the understanding that it's only going to function in eidolon form. Might be worth it, but he should be able to train the feat while in the appropriate form.

The answer is yes. I think the SKR shaped one said so himself at one point. The same goes for the Eidolon's BAB.
