Challenge.
At level 5 get the highest skill modifier possible. using base 18 in the governing stat, as a 0 level adjustment race (so you can get a +2 or suck to the stat), and with character wealth by level.

Note - no loops, no pun pun or pun pun level cheese. just real optimisation.
Conditional modifiers count, but if the circumstance is unrealistic if takes away some of the credit from the build.

Mark Hall has a good start, but hasn't used his class levels.

Add Truenamer 1 for +5 to any skill a number of times per day equal the number of times they can truespeak their own name.

Marshall 1 for motivate Charisma +4, also since this doubles the effectiveness of Charisma it would make a +2 Cha race as good as half-elf.

If nobody finds a better race Half-Elf Paragon +3 increases racial Diplomacy bonus to +3, gives +2 CHA (doubled by Motivate Charisma) and a bonus feat which I'm sure someone can find another feat to give a bonus to Diplomacy.

Let's take this and expand it by going splat diving. This build assumes a few things: no flaws but traits are fine and that regional/setting specific feats are allowed by the DM either taking away the setting requirement or imposing a setting requirement that fits the setting he has made. It also presupposes that unupdated 3.0 content is allowed, but by RAW it's supposed to be that way. So let's get started.

Two levels in half elf paragon gives an additional +1 to diplomacy, bumping it to +3. Another level gives a +2 bonus to charisma, an additional +1 for a total of +7. Grab a level of Marshal for motivate charisma to add your charisma modifier to charisma-based skill checks a second time, giving you another +7. It also gives skill focus (diplomacy) for free, giving you space to grab another feat at level one. Take the feat Cool Head from Oriental Adventures here for a +3 untyped Diplomacy bonus. Take sacred vow for +2 perfection bonus to diplomacy as your Half-Elf Paragon bonus feat, then take Negotiator at level 3 still for the +2 untyped bonus. Take the Honest trait for +1 diplomacy and -1 bluff or polite for +1 diplo -2 intimidate, whichever you favor. Finally, your fifth level should be in human paragon. This doesn't help with your level five, but means that at level six you can take vow of nonviolence as your level 6 feat and vow of peace as your human paragon bonus feat for a +4 exalted bonus. It also opens up taking another level in human paragon for level 7 for an additional +2 Charisma.

Edit xwands: Changed heroism and eagle's splendor to wand of heroism and wand of eagle's splendor. UMD check is easily made thanks to motivate charisma and half elf paragon's +2 to Charisma based checks, as well as human paragon making UMD a class skill to all classes. Change the level order to put one level of human paragon at level 2 (after one level half-elf paragon to be sure you can take both paragon classes) so that you can have UMD as a class skill for all classes with aptitude.

this is true, if you cannot cast eagles splendor on yourself then its kinda cheating. so he needs to take that off his "improvement" he made on your build.

You can UMD a wand of it. And heroism. It's not even cross class thanks to human paragon, and it's not like it's hard to make thanks to getting +2 from half elf paragon and 2x charisma from marshal. Changing the build to reflect that it uses wands.

Seeing other people assumed flaws later on, I'm going to post a build that uses flaws as well. For flaws, just take... literally anything that doesn't impact charisma, skill point gain, or diplomacy in any way. 2x pathetic to dump strength is fine, even. From there you want to grab the feats "vow of nonviolence" and "vow of peace" from book of exalted deeds. This gets you a further +4 to diplomacy.

Half-elf Paragon: +3 Diplomacy
Charisma 18 base, +4 Eagle's Splendor (Wand), +2 Half-Elf Paragon for 24: +7
Motivate Charisma: +7
Ranks in diplomacy: +8

I think you could probably do quite a bit better. First, make the druid a shifter, granting a +2 to jump check. Maybe make the trait longstrider, because that grants an untyped bonus to speed, and change the spell longstrider out for snowshoes, because it's strictly better. Next, you're going to want the first and fourth shifter substitution levels, because those grant jump as a class skill, which druids do not normally have.

I would also ditch cheetah speed, and just be an actual cheetah, because druids can do that. Add primal hunter onto the buff list for another +5 to jump, and heart of air for a +10. Also, you can get more than +4 stat, because cheetah starts out with 16, the ability bonus from beast spirit pumps it to 18, and something like bear's strength will get it to 22. That makes for a reasonable start, at least. I could probably do it a bit better with some effort, and I'm in no mood to work out the exact jump check they can hit. Druids get a lot of ways to pump jump. Too bad it's such a useless skill, especially for them.

Quite so. I'll just use the snowshoes. It's not a big deal, as the longstrider racial trait means that the speed is still where it was.

And note that the same three levels of cleric that give you Guidance of the Avatar also give you Divine Insight, for another +8. Still not necessarily optimal, though, depending one what skill you're using, since some have higher bonuses available.

Let's see... Bluff has a lot of spells going for it, but the only one we can cast ourselves at this level is Serene Visage (+10 insight). Allow scrolls, though, and we could also add Glibness (+30 untyped) and Voice of the Dragon (+10 competence, though this is trumped by Guidance of the Avatar). Put this on a marshal/warlock, and you can also get Motivate Charisma and Beguiling Influence.

How about Jump, maybe? That, we can get the Jump spell (+20, assuming a CL of 5, or +30, at CL 9), plus any increases from speed (another +12 from Expeditious Retreat).

Usually we'd go with Thri-Kreen, but even the non-psionic version still has a LA... Xephs, though, don't, and they can get an extra +20 speed (+8 to Jump, reduced to effectively +7 by their -2 Str).

For classes: Barbarian 1 will net us +6 (+4 from speed, and +2 from Str +4 while raging). Warlock 1 gives us +6 from the Leaps and Bounds invocation, plus UMD as a class skill. Marshal 1 gives +4 from Motivate Strength (assuming we're allowed more than one 18). Factotum 3 give +7 (+4 from Brains over Brawn, assuming another 18, and +3 from Cunning Knowledge), plus access to UMD again.

For items, we can afford about 9000 GP. A CL 9 scroll of Jump is 225 GP; a scroll of Expeditious Retreat is 25 GP (or we can cast that ourself using Arcane Diletantte); a CL 10 scroll of Divine Insight is 500 GP; a scroll of Greater Heroism is 1,650; scrolls of Bull's Strength and Fox's Cunning are each 150; CL 20 scroll of Improvisation is 500. We're well under budget here.

Put it all together:

True enough. Must've misread it somehow. I suppose normal cheetah form will have to wait for some theoretical 7th level version of the build.

Clerics do not have Reduce Person on their spell list.
EDIT: Also I only have enough turn attempts to persist one spell, though if I were to take the Extra Turning feat in place of Stealthy and purchase a Nightstick I could persist one more.

EDIT Mark II: If we had a lot more gold, I would be purchasing one of the rings from Lords of Madness that give continual reduce person, and a collar of umbral metamorphosis from Tome of Magic to give the Dark Template for another +8 (IIRC).

EDIT Mark III: I suppose I could pay to get reduce person cast on me with permanency. I'll add that to the submission.

If we get a ruling that only one check at a time works, rather than something that's repeatable for at least a couple hours, then I will. Alternatively, I'll break it up into three parts: All day, every day (won't include short duration buffs or items), for a limited time but unlimited checks (my current submission), and a single "nova" check (which will include what you suggest).
