I am running a organized crime game, set in the 20's and 30's.
I'm using the 3.5 rules, but as armor wasn't exactly common in that time period, I'm on the lookout for AC system that does away with most armor. Bullet-proof vests and such will grant DR, and Dex adds to AC as normal. Any suggestions or links? Homebrew is fine, and expected, as I'm not sure if any published stuff covers this.

You could consider the Defense Bonus (http://www.d20srd.org/srd/variant/adventuring/defenseBonus.htm) variant rule.

This variant system is particularly appropriate for swashbuckling or stealth-based campaigns, for settings in which firearms are common, for seafaring campaigns (in which the characters would rather not wear armor for fear of drowning), or any other setting in which armor is not worn on a day-to-day basis—even by adventurers.

Looks pretty much like the rules from D20 Modern, which I was going to suggest.

Yeah, this is the domain of d20 Modern. I've never played it myself, but from what I've read, guns are scary in d20 Modern, as they should be in a modern setting.

This should help you. Scroll down for the armor section.
