It appears to be from a third party source.

I'm pretty sure that the improved from masterwork is generally magical, or at least alchemical.

It's in Chapter 7 of the Player's Guide to Arcanis book, published by Paradigm Concepts. It adds 600 gp to the base cost of the weapon and grants a non-magical +1 to hit and damage as well as adding 10 points of hardness to the weapon. Just like regular masterwork, these pluses are overridden when the weapon is enchanted (they do not stack with magical bonuses).

If you want a 1st party solution, baatorian greensteel is a mundane material that adds a +1 enhancement bonus to damage to the weapon.

The Dragonlance sourcebook War of the Lance, due to Dragonlances low magic proposed the following optional Rule:

Masterwork : As Normal
Renown: +2 to attack costs double than masterwork
Fame: +3 to attack costs Triple
Glory: +4 to attack costs quardiple
Legend: +5 to attack, costs quintiple
