I made a similar topic like this before over here:

Now with that out of the way, i'm thinking of borrowing my friend's build inspired by the thread here but this DM this time has these restrictions:
Core, PHB2, all Monster Manuals and all of the Complete series of books only since that's all the books he has. Negotiations on including the books the others do own have failed so don't suggest that.
With those restrictions, a strong dispeller is still possible and Initiate of the Sevenfold Veil is still all kinds of cheese. However, the really nice, and most importantly, efficient counterspell options, namely Ring of Spell Battle, Divine Defiance and Battlemagic Perception are right out. This does free up the feat that would be consumed by Improved Counterspell.
Are there any more decent and efficient counterspelling options to supplement the build within these books? Failing that, I'll just throw in Improved Initiative on that feat slot.
