Origami Caster is an amazing ability and I'd say it is overpowered if you have much downtime. It lets you stockpile spells for very little money.

As for the familiar, there's nothing special about it.

Hey, first level buddy. I made you a 9th level spell scroll that you can use. You're only level 1? Don't worry, the rules gave no exceptions about that. Go right ahead. I hear level 1 Ice Assassin is pretty sweet. Say hello to Pun-Pun for me!

They do have to know the spell. Though nothing stops you from learning spells you can't cast. So this ability should be house ruled to only work on spells you know and can cast.
