As an Artificer, what can I do to create my own permanent extradimensional room filled with a workshop and some homunculi?

at which level would I be able to do such a thing?

The rod of security item from the DMG is an interesting choice. Although it is terribly vague in its description, it seems to me that you can probably arrange to have the space available most of the time, depending on the number of people you want to cram in there.

It's unclear what happens to stuff that you abandon in the space though when the effect ends, as I recall, so you ideally would always want to leave someone inside (and I'm not sure the basic effect of a single rod supports that).

Portable hole, or the upgrade, enveloping pit from the Magic Item Compendium, are the best choices for this, though. Much more clear cut (which is depressing considering how much the PH description is lacking).
