Almost certainly not, unless your ST has some funky rule interpretations.

Disciplines that say they affect mortals generally do not affect Wraiths.

Yes and no. Not with just firing off a discipline (unless a Cappadocian descended line is involved-then things get fuzzy) but there are other possible ways
An exceptional success on a purely social role may get it to back off. But that would be Charisma or Manipulation + Intimidate, Empathy, Leadership, or Subterfuge probably with a higher than average difficulty until you figure out what is important to the ghost (threatening family members may get you a lower difficulty on intimidate rolls if the thing still care)
