Basically, what the title of the thread says. This isn't an actual game situation, but just out of curiosity, by the rules, could a player whose character, say, "fell" from a class and could no longer take levels in it choose to simply forego advancing a level at all upon hitting the next XP threshold?

BTW this can be more relevant than you might think, especially for crafters. I.e. not because of "falling" but because they need spare XP for making items.
They can't get more than two levels of experience above their current level though. So a 1st level person can go up to 2,999 as that is the max where they could still be "2nd level."
