Im not too into psionics so I'm at a loss, how would I build a character that could do these:

Have powerful psionic powers (being able to blast enemies with his mind and stuff), have full BaB and charge shenanigans, Is capable of wearing Heavy armor (clock work armor) and is capable of maintaining said clockwork armor from harm (nullifying the weaknesses stated in the entry).

He must also be able to Max 6 or so skills.

how would I go about this?

Make it Shadow Weave Clockwork armor from ToM, if that's something the people on Mechanus would do.

Knowledge Devotion would be a very flavorful feat for a Librarian. A quite useful one too if you can boost those Knowledge skills up.
Any chance of playing a Factotum, homebrewed to use Psionic spells instead of Arcane?

I once made a similar looking character for an Inter-Planar Postal Service game. He was a LN Crusader. He was a brute of a mercenary who was in an army on Acheron. He was captured by Modrons and held in captivity.
In his last ditch effort to escape, he made a call out to Wee-Jas (lives in Acheron). He made a deal with her to have his mind and spirit fused with the nature of a Koylarut Inevitable.
So, he now had the mind of a perfectly Lawful creature and won his way out through a legal loophole because he "Thought alike".
He was hired out by the Modrons to the postal service. He is the type of guy who is still a dirty mercenary, but will never break a contract or a law. It has to be established which laws he's following though...
And occasionally, something will activate his Koylarute DNA and he will singlemindedly pursue his purpose.
And before every battle, he initiates a contract of battle, which is essentially "If you continue to stand there, this contract will be considered signed. The battle will not stop until one party is dead." And then he becomes The Terminator...

Sounds like you're looking for something along the lines of a Spell-to-power Erudite with levels in Slayer, who uses a psionic version of Tensor's Transformation to get full BAB.

Frankly, there isn't a full BAB psionic base class that also has manifesting; even the psychic warrior is a 3/4 BAB class, and the full manifesting classes with a wide power selection only get 1/2 BAB, though you could go into Ardent, but that would severely limit your manifesting options due to being forced to pick powers off mantles.

So theres no Full BaB manifester? hmm...

Not full manifester, no. There's the War Mind, but that's a 10 level PrC that only gets up to 5th level powers, and only off the Psywar list.

Ask your DM if you can have the Phrenic Template. You'll get a level adjustment, but you'll also get mind blasty powers (among others) regardless of what class you play.

The first two are a little 3rd Party, but the DM might allow them.

Constructor:

It's a little different, but fits your flavor quite well. You essentially maintain yourself as a high level Psion, but make high-level martial-based constructs to do your fighting for you.

It doesn't have a full BAB, but if you play your feats right, it won't matter.
So, this could be perfect for you, but it requires a precise build. Knowledge Devotion is a must.
Utilization of things that boost Opportunistic Strike are necessary. Perhaps creating a few constructs to do a few HP of damage first...

Iron Mind:
Don't take it all the way, but a dip or a look at the prerequisites isn't a bad idea.

Ask your DM if you could have the Phrenic Template. You get psi-like abilities based on your HD, and you can be any class you want.

Sidenote on Hidden Talent, if you don't get a manifester level from elsewhere, it will always manifest as a ML 1 power.

I would suggest an Ardent. 3/4 BAB and a limited but thematically linked set of psionic powers. Make sure that you can use the substitute power ACF though.

My friend and I did this a few years ago. We ended up custom making an started template because the procedure to become even a basic marine puts you at ecl 15 at least. If I can find my old books I'll post it
