Blades of Fire and Weapon of Energy give extra dice. Both are from SpC.

Bull's Strength (PHB) gives bonus strength, and therefore, bonus static damage. Same with the Bite of the Were<foo> spells (SpC).

Heroics can give both by the appropriate use of Martial Study and/or Martial Stance.

Divine Agility gives a +10 enhancement bonus to DEX. If you want non-enhancement bonuses to DEX:

Inner Beauty: +4 sacred to DEX
Aura of Vitality: +4 morale to DEX
Elation: +2 morale to DEX

Note Polymorph / Draconic Polymorph / Shapechange will set your base DEX to a particular value, which may be higher than what you already have.
