As per the title, for example let's say you are a Fighter 4/Wiz 1/Abjurant Champ 5, then you take the Practiced Caster feat. Your caster level using Martial Arcanist is 9 if I read it correctly (+9 BAB), does Practiced Caster simply take you up to 10?

Yep. Can't take you over the number of HD you have with Practiced Spellcaster and you can't get over the number of HD you have with Martial Arcanist (except for those times when your BAB would exceed your HD, which is relatively rare).

The only thing though is that practiced spellcaster does increase your spells per day or spells known, it just increases your dc's

It's just caster level, which is largely used for things like the duration of spell effects and the damage (dice) of certain spells, such as fireball.
