Discussion:
Our point distributtion is important. Charisma and Constitution start fairly ahead, but that's not the point. The fact that Strength is slightly bigger than Wisdom is the point. It has to do with something we'll get later on.
In this level, we have most of our basic stuff settled down. For example, our main at-will is there (Spectral Legion). What's so good about it? Augment 1 slaps -Cha mod to hit in enemy. Yeah. Virtuous Strike is there for the sake of OAs, but we'll start using it when we need to make saves, and we'll retrain Melee Training for Versatile Master as soon as we hit Paragon. Concussive Spike is actually pretty good, so it was put there.
On Utilities, some basic THP for us, which will get better later down the line as we pick up Virtue. Encounter Powers give us mass-markings, which is fairly cool.
Dailies are really awesome. First of all, Majestic Halo is amazing for multimarking. Second of all, Nightmare Vortex makes you incredibly sticky. Good powers.

That's the build so far. Forceful Reversal is amazing, and it's good for us as a punishment stacker. That is, if he wants to attack anyone with that -10 to hit anyone but us we're slapping on him. Even then, he still has -6 to hit us. If he tries to move away, we slow him and slide him 1 or shift towards him. And he's knocked prone if we attack him again. And we'll be amongst the first to attack, with our +14 bonus to Initiative (which can get even bigger, and will).
Ouch.
Zephyr Blade was picked due to Speed of the Wind and Beguiling Advantage. Extra Cha-mod damage to enemies slowed (anyone we hit with an OA)? And that will be knocked prone?
Mind Blade is just awesome. Knocking someone unconcious (save ends) is ridiculously strong, and if we miss, he's dazed (save ends), which means that, until the save ends, he takes extra Cha-mod damage.
Castigating Strike and Call of Challenge add to multimarking, which is just so awesome. Virtue and Psionic Vigor help with, well, living, and Mental Zephyr allows you to shift and become insubstantial when an enemy hits you once per encounter.
Beguiling Wind helps with dazing enemies, which is always nice, considering your Cha bonuses to hit.
