Discussion:
Our point distributtion is important. Charisma and Constitution start fairly ahead, but that's not the point. The fact that Strength is slightly bigger than Wisdom is the point. It has to do with something we'll get later on.

In this level, we have most of our basic stuff settled down. For example, our main at-will is there (Spectral Legion). What's so good about it? Augment 1 slaps -Cha mod to hit in enemy. Yeah. Virtuous Strike is there for the sake of OAs, but we'll start using it when we need to make saves, and we'll retrain Melee Training for Versatile Master as soon as we hit Paragon. Concussive Spike is actually pretty good, so it was put there.

On Utilities, some basic THP for us, which will get better later down the line as we pick up Virtue. Encounter Powers give us mass-markings, which is fairly cool.

Dailies are really awesome. First of all, Majestic Halo is amazing for multimarking. Second of all, Nightmare Vortex makes you incredibly sticky. Good powers.

Discussion:
That's the build so far. Forceful Reversal is amazing, and it's good for us as a punishment stacker. That is, if he wants to attack anyone with that -10 to hit anyone but us we're slapping on him. Even then, he still has -6 to hit us. If he tries to move away, we slow him and slide him 1 or shift towards him. And he's knocked prone if we attack him again. And we'll be amongst the first to attack, with our +14 bonus to Initiative (which can get even bigger, and will).

Ouch.

Zephyr Blade was picked due to Speed of the Wind and Beguiling Advantage. Extra Cha-mod damage to enemies slowed (anyone we hit with an OA)? And that will be knocked prone?

Mind Blade is just awesome. Knocking someone unconcious (save ends) is ridiculously strong, and if we miss, he's dazed (save ends), which means that, until the save ends, he takes extra Cha-mod damage.

Castigating Strike and Call of Challenge add to multimarking, which is just so awesome. Virtue and Psionic Vigor help with, well, living, and Mental Zephyr allows you to shift and become insubstantial when an enemy hits you once per encounter.

Beguiling Wind helps with dazing enemies, which is always nice, considering your Cha bonuses to hit.


So, what can I improve in this build?

First off, use masterwork armor every single time it's available. There's no reason to not be using Wyvernscale or better when you're level 16.

Also, Devout Protector Expertise is far superior to Versatile Expertise when available.

Discussion:
This is the build at level 21. With your teammates gaining +2 AC versus marked enemies (and with a -3 to hit), they're reasonably safe. However...
Add that to -2 (from Psychic Lock) and -Cha mod (Spectral Legion Augment 1) and they have -14 to hit.

Most of them would say "I'll just attack the Paladin|Battlemind, then". Well, against him it's -9 to hit. They have to roll (total) a 47 to hit us. And if they hit...

Forceful Reversal Augment 1. Yeah, it's tough.

Lightning Rush is good, even if the enemies decide to atack one of ours, they're screwed. Plenty of THP and Multimarking closes the deal, as well as being ridiculously sticky.

Discussion:
So far, the build is pretty simple. Some multimarking and some forced movement, besides having OAs covered. Adept's Insight is useful outside of battle, so it is helpful for us. All in all, the build can be pretty effective, although we haven't gotten to when it truly shines.

New level, more HP. Psionic Vigor gives us some nice surgeless healing, which is nice. However, Quick Reactions is what makes this level truly shine, though. Being one of the first persons in a fight is really good for a defender like us. And you get a nifty armor and weapon upgrade.


Level 3:

Discussion: And we've gotten to the build's cornerstone. Augment 1 slaps -Cha mod to hit. So far, that's a -4 to hit... At level 3. And it stacks with your marks. Huge debuff, isn't it?

Discussion:
This level is pretty simple. Blurred Speed gives you the ability to use Blurred Step on difficult terrain and things like that, which is pretty cool, honestly. Besides, you can shift 2 squares now.

New Daily Power: Nightmare Vortex (PHB3)

Discussion:
After focusing on giving us bonus for going faster into battle, getting more mobile and debuffing, we're focusing ourselves on being more sticky. That's why we're becoming a Vortex throughout the encounter. Slap Majestic Halo and it's really a Nightmare Vortex for our enemies - they get dragged towards us and marked if they are adjacent to us.
Also, we pick up a really cool item that will patch up our NADs.


Level 6:

Discussion:
Even though the entry feat is nothing to scoff at, that's not our focus when picking up Defender of the Wild. It will help us because we will qualify for some feats later down the line that are really cool, such as the one we will pick up at level 8.

Call of Challenge is pretty awesome when it comes down to multimarking, too.


Level 7:

New Augmentable At-Will (+2 Power Points): Forceful Reversal (DSCS)

Discussion:
This power is one of the cornerstones of reactions here in this build. We'll pick up the other really later on, but this one makes it so when people attack you, it gets pretty nasty. With our 5 power points, we can spend at least 2 rounds without any problems, if not more.


Level 8:

Discussion:

Discussion: Virtue is good for THP, considering how much HP we have. Improved Defenses is mandatory, no questions. We'll get that covered later on.

Discussion:
And we've gotten to Paragon. The great deal here is that we get a bonus against enemies that we attack with our OAs. That is right, it's a +5 bonus to damage... That scales. And that we'll slide. And if we have to make a save, we can do it with bonuses if we want. C'mon, that's awesome. All in all, a really good character so far.


Level 12:

Discussion: Whoa. Ignoring incorporeal WHILE becoming incorporeal, phasing and shifting 1 once per encounter is pretty cool, and we finally pick up Mark of Warding, which will help us in the next few feats.


Level 13:

New Encounter Power: Castigating Strike (DP) (replaces Valorous Smite)


Inventory Changes:

Discussion:
Multimarking upgraded! This level doesn't have anything that special for us, but next level will. But, still, solid. And we get an AC bonus, which is always good.


Level 14:

Discussion:
This level allows for -2 to hit, no matter which power we hit.
That's right, we slap -2 to hit on OAs, and Dailies... Really powerful, isn't it?
And we get another pair of stat bonuses! This level is huge for us.


Level 15:

Changes:

New Daily Power: Mind Blade (replaces Ray of Reprisal)

Discussion:
Knocking unconcious is huge, and dazed (save ends) on a miss is amazing. That's why we're picking up this power.


Level 16:

New Utility Power: Divine Aegis (DP)
New Feat: Superior Will (HotFL)

Discussion:
And, in this level, we get Divine Aegis, which is a +3 bonus to AC to EVERYONE, including you, and Superior Will, which is mandatory for Defenders. While not flashy, this is problem the most solid level for you, as your Speed of Thought doesn't cause OAs anymore and you get a +2 bonus to speed.


Level 17:

New Augmentable At-Will(+2 Power Points): Lightning Rush (PHB3) (replaces Concussive Spike)

Discussion: Attack our friends, we hit you. Attack us, we hit you. No good choices. That is, if they want to attack anyone with the total of -8 to hit at-will. Which can get into ridiculous levels, given some options.


Level 18:

Discussion:
And now can blind multiple enemies. We're getting to a point that is not even funny. The sheer amount of stuff we're doing is ridiculous, and will become even more the next few levels.

If you're not taking some kind of Expertise by Paragon, you'd best hope for a DM that gives it to you free. (And if they're doing that for free, they should give you Improved Defenses free, too)

Which one would you leave out so I can pick it at level 22?

Any of them that aren't strictly required for the basics of the build (things that increase the magnitude of your debuffs rather than the main combinations that cause them). Most of your debuffs won't work if you're not hitting, and Devout Protector Expertise not only gives you +1/tier to attack, but also gives your allies +1 shield to AC so long as you're using a shield.
