Epic spells can create items on par with major artifacts. Heck, regular magic item creation rules can do so. It just depends on how well you decide to utilize your spells, really.

Well you won't find anything outside of homebrew, because the entire point of artifacts is that you can't create them and there aren't any rules for their pricing or crafting mechanics.

Reading the Ars Factum chapter of the Nether Scrolls(Lost Empires of Faerun) enabled mortal spellcasters to create several artifacts, most notably the Crown of Horns.

The scrolls are detailed on Pg. 155-156 of LEoF, but apparently it requires some unknown "key" to actually be able to use the knowledge in the scrolls to build an artifact. The netherese were successful in using them to forge artifacts though, so it is at least possible for mortal(albeit extraordinarily powerful) spell casters to create them, at least in Faerun.
