That's the symbol of leadership of the Sapphire Guard sitting right there on Shojo's throne isn't it?

I just noticed it and realized that in the Order of the Crayon flashbacks, the throne had a grey, dull colored rock instead of the blue stone there.

not sure how I never noticed it before.

In the same panel, you can see Soon handing the blue stone to Shojo's father.
