The DM says you can then you can. The DM says you can't then you can't

By RAW, no. Even if you take the feat for more traits you can't get more than one from the same category.

Picking up Adopted via extra traits MIGHT give you an extra race trait (it says you "may immediately select a race trait" with no provisions on if you ALREADY have a race trait), but it's an uncovered area of the rules.
