Okay, so I know I can homebrew something for this, but I want to see if there's anything out there that I've missed in some hidden corner of the 3.5iverse that acts like Spellwarp Sniper but uses skirmish instead of sneak attack.

Failing that, build suggestions for a blasty, snipey, ray-casty, skirmisher?

Weeeeeeell, there is the Swift Ambusher Feat (http://dndtools.eu/feats/complete-scoundrel--60/swift-ambusher--2865/), so you could have that, and still be able to have sneak attack for SWS, and you can still add Skirmish to your ray spells for damage. If you were willing to play with Pathfinder materials, you could skip Scout (the class) entirely and use the Scout Rogue Archetype to do largely the same thing.

You can't use Arcane Trickster or Spellwarp Sniper with Skirmish damage, though it would be a reasonable houserule to allow Skirmish dice to count a Sneak dice.

Scout Warlock is reasonable, but you really need 5 levels of Scout to qualify for Improved Skirmish, which is probably too much.

Scout 3 / Sorcerer 2 / Unseen Seer 1 qualifies you for Improved Skirmish, but do you really want more than 2 levels of Unseen Seer given what it does to your CL (other than Divination) ? Practiced spellcaster helps a bit, but you've already lost 3 caster levels due to Scout.

All of these options are mid OP.

Unseen Seer and Hand of the Winged Master advance whatever source of bonus damage you enter the class with, so a Scout 1/Wiz X/ Unseen Seer 10 would have skirmish while a Ninja entry would get sudden strike.
