As the rules say:

Intelligent items can actually be considered creatures because they have Intelligence, Wisdom, and Charisma scores. Treat them as constructs.

But how far does that go?

* Can you give them class levels?
** If you do, do they get hit dice?
** Skill ranks?
* Can they have creature templates applied (assuming it isn't inherited)?

Do the rules say anything about any of this?

This note seems to have been intended to govern interactions between intelligent items, spells, and effects. Thus, as it is treated as a creature, it can't be left unattended, and is otherwise considered to be possessed of the traits of constructs for considering immunities and so forth.

I would point out that, while I am unfamiliar with the larger issue, the specific quote given suggests that intelligent items aren't creatures/constructs. Just that they be treated/considered as such. There is an important difference, it's just that the rules don't really make clear the extent of that difference.

Put simply, you've hit a rules black hole. If you want my house-rule:

Treat them as constructs with effective HD = Item's CL.

No class levels. Advancement: By GP.
