Wheel of Fortune is found in Sunny California Complete Scoundrel page 117.

As for the ring of initiative, there is a Ring of Anticipation in Drow of the Underdark that lets you reroll initiative, but I'm not sure if that's what you're looking for.

There is a Ring of Initiative on the D&D wiki, which is filled with poor homebrew and makes me believe this particular item might not be real.
