so i recently picked up true 20 to modify it but its vague and i had never heard of it is it any good? (i bought it used for like 7 bucks so nothing really lost if it is)
just seems decent enough reading though it.

While I'm no fan of the 20-sided die, the system is excellent. Fast. Versatile. Intuitive. It can do whatever you want, unlike most others when you account for its speed.

Take a close look.

M&M, which is by the same company and which seems to share a bunch of the mechanics, is fantastic, so I'm pretty on-board with True20.

It's 3.X but with a lot of the character options broken up into lego pieces. Steve Kenson and Co at GR pointed out that 3.5 was build modularlly and broke it down so you can make what you like.

That said, it's not perfect it is 3.X and while supported (previously) it's often treated as a dead 3.X version.

I have it and ran a few good session with it. Though I liked it, I stopped using it because Green Ronnin stopped supporting it once M&M became popular.
So a decent system but in practicality it's not really worth it.

True 20 is decent, but there are a number of other classless games of similar complexity that work just as well or better. Starting with GURPS.

Good point, there are many good generic systems out there.
