How many hit points would a level 8 (d8 HD) have as a vampire if it was just made a vampire. It says that Vampires add Cha bonus to their HD but does that go retroactive, or is that only going forward? Let's say her charisma is 19 (+4).

Retroactive. After all, Con is retroactive (http://www.d20pfsrd.com/basics-ability-scores/ability-scores#TOC-Constitution-Con-) and it says

Undead use their Charisma score in place of their Constitution score when calculating hit points, Fortitude saves, and any special ability that relies on Constitution(such as when calculating a breath weapon’s DC)

Remove all bonuses/penalties from Constitution, then apply the bonus hit points from Charisma. Re-roll all racial hit dice (if any), and you're done.

Yes, hit-points are retroactive in pathfinder, as are the extra skill points the vampire gets from the +2 intelligence.
