My rule is if it's questionable you have to provide a link to the source material which made you think it is ok to count as a pony. Few bother with following this because for some reason "rules" and "SMBG" are incongruous in the minds of ponies. And because I'm a "bad guy" my insistence on this rule makes it unjust and unfair.

While I understand where you're coming from, it seems like such an approach would foster an attitude of distrust that would seem pretty silly for such a--let's be honest--pointless game.

Further, if we demand that proof be given for every avatar, then we must need some criterion by which avatars are judged to be pony related. Is it just avatars related to the show itself? Do OCs in the show style count? What about pony OCs that are drawn in an alternate style? Do they have to be characters set in Equestria itself, or can they be ponies in different settings? Zimmerwald has stick figures that are human version of pony characters; do those count? If so, would human stick figures of pony OCs count? If not, why not?

To that end, I propose that instead of requiring a link to something that, in the case of OCs, may not exist, it would be reasonable to ask instead for an explanation of how it's related to MLP. For example, my avatar is an OC griffon from the Fallout: Equestria setting. This challenge would occur only when there's a reason to doubt that it actually is pony related.

One thing that I don't like is that it places the burden of proof entirely on the people with MLP avatars, and the power to demand proof entirely on those without MLP avatars. This changes the balance of power further in the favor of those without MLP avatars. As there is only a benefit to challenging whether an avatar is MLP-related, I suggest that if this change is introduced, a penalty must be introduced if someone can show that a suspected avatar is, in fact, MLP-related. The penalty could range in severity from as light as losing a turn by that player, to losing an entire point from that side. This would balance the ease of spurious accusations.

Fine, an explanation is fine, a link is preferred if there is one available. A ponytar is an avatar that is derivative of anything MLP, from a video game to a play-by-post roleplay to the show, or an OC drawn in the style, or a photograph of an old-school MLP toy, or an OOTS-style human of a MLP pony (though if it's a human version of an OC that is a pony in the OC's original medium.... that's stretching it, to me.)

Why do I feel like I should be able to dictate the rules of this game? I probably shouldn't. But evidently I'm the only one in the subforum that believes that the rules matter.

The idea of disincentivizing the nonponies from questioning a pony's avatar is pretty bad. Indeed, offering an incentive or disincentive for either ponies or nonponies in this process could result in the constant switching of avatars and questioning thereof, and the count rises and falls based on technicality rather than, well, playing.
I suggest there just be an explanation. I'm sorry that it puts pressure on you to create one.
