I recently got a JLA graphic novel from the library (like I often do), and there was a mysterious Flash in Keystone. There was a box mentioning that it was 'due to the effects of The Flash: Chain Lighting'. What is that all about?

I'm assuming its a different Flash TPB.

Long story involving time travel and a archvillian by the name of Cobalt Blue. Being as it was written by Mark Wade it's worth your time to pick up.
