So in D&D 3.5, in Complete Warrior, there is a special called Uncanny Blow which states...

Uncanny Blow: When wielding a one-handed exotic melee weapon in two hands, the character can focus the power of his attack so that he deals extra damage equal to his Strength bonus ×2 instead of his Strength bonus ×1-1/2. If he has the Power Attack feat, he treats the weapon as two-handed for purposes of determining his bonus on damage rolls.

Could someone with a two handed exotic weapon (Like the spiked chain) get the bonuses of the x2 strength modifier? The special states that it only works with one-handed melee exotic weapons that is wielded in two hands.

Why or why doesn't it work with two handed exotic weapons such as Spiked Chain

It wouldn't work with a two-handed melee weapon because it says it doesn't. There's not really an in-character reason given, although you can probably come up with something if you try (perhaps two-handed weapons are too unwieldy to strike with the uncanny precision and skill implied by the ability).

Because the feat effects one-handed exotic weapons not two handed.

The character who took exotic weapon bastard sword or dwarven war axe is giving up his shield to use it in two hands. But they could have done that without taking the proficiency to begin with. Thus uncanny blow gives them something in return.

Possibly, someone argued a good point that though that why would one-handed weapons suddenly be able to get more strength added to damage and attack rolls by having two hands on the weapon, when a two handed weapon wouldn't? To me it doesn't make any sense.

So make it one handed.
Balanced is only a +1 weapon bonus.

Isn't it uncanny how an exotic weapon master can put more strength behind their blows with a bastard sword than with a spiked chain?
