Expanding the Improved Familiar List

Improved Familiar:
You can acquire a new familiar from a nonstandard list of creatures, but only when they could normally acquire a new familiar. Almost any creature of the same general size and power as those on the list makes a suitable familiar.

1. The Homunculus from MM1 is a valid familiar. Are the homunculus from Eberron Campaign Setting and Magic of Eberron valid familiars?

2. If you have a 0-level adjustment, 0-CR adjustment Template, such as Dungeon Bred Animal, can you put that on a familiar and still consider it a valid target for the Improved Familiar Feat?

Please answer 'Yes/No' then explain your reason behind it.

RAW, that line is an instruction to DMs as to what would be suitable to homebrew, not an instruction to players as to what would be suitable to take.

Now, if you're asking what would be suitable for DMs to homebrew...eh, I think applying your setup naively widens the list too much. There are probably a few specific examples from it that are fine though.
