Am confused by both the background and stat block.
Are they outsiders or not?
Also the stone spitter graft, is that count as a regular attack or using an item?

They're extraplanar constructs.
Most of the time making a regular attack involves using an item, could you be more specific?

Does the graft count as being used as a weapon, or being used as a magic item?
AKA, does it make a BAB ratio , or just fire off once.

Ah I see.
It's a bit unclear, but the phrase "as a ranged attack" seems to indicate you can put it in as part of a full attack or the like.

Alright, so as far as monsters go, seems that is the best 2,000 G option for a graft.
Just to clarify the extraplaner, that makes them an option for my players to try and banish them?

Correct. The have the extraplanar subtype everywhere but Acheron (or other home plane as appropriate). Note the Dismissal and Banishment both call out extraplanar creatures.
